For that you can go to the Tukui website and download it by clicking on the top navigation bar the option Add-on, then ElvUI. The lights around your character are a default UI thing, theres a setting for them in the interface settings, you cannot move them in. The first thing you have to do, is to make sure to download the most-up-to-date version of the add-on. All these can be hidden at once by the function HidePartyFrame(), provided by the default party frame lua code. There's a check box in the player and target frames to 'detach from frame' for the aura bars which will allow you to move them on their own movers through the normal elvui movement screen. The windows that are shown for group members are PartyMemberFrameX, where X = 1.4. The Player window in the upper left that is always shown for yourself is PlayerFrame. You will have to go through the code for each frame to get the exact functions, and with some (like target or pet) do some checks before actually showing it, i.e. PlayerFrame:SetScript("OnEvent", PlayerFrame_OnEvent)
